There are so many doubts regarding transactions especially financial, money and property on Amavasya. So, is it right to accept payment on Amavasya. No auspicious and new events are held on Amavasya as the day is dedicated to forefathers.
So it is not right to accept payment on Amavasya.
You can take the payment before noon on the 13th day of the fortnight or else wait for another day and take the payment after Amavasya tithi is over.
Chaturdashi and Amavasya tithi are avoided for taking payments.
