Shattila Ekadasi, or Shatthila Ekadashi, is observed during the waning phase of moon in the month of January/February. The importance of Sattila Ekadasi was narrated to Yudhishtira by Lord Krishna and is found in the Bhavisyotara Purana. In 2013, the date of Shattila Ekadasi is February 6. Ekadashi Fasting is dedicated to Lord Vishnu and is observed on the 11th day of waning and waxing phase of moon in traditional Hindu calendar.
The name of the Ekadashi is Sat-Tila as it is believed that donating Til (Sesame) seeds on this day will help in redeeming sins. It is also considered highly auspicious to take bath in water mixed with til (sesame seeds) and offer oblations to dead ancestors with water mixed with sesame seeds.
It must be noted that Sat-tila Ekadasi takes place in North India during winter season and Sesame seeds is considered to be highly beneficial during the period.
All the normal rules associated with Ekadasi fasting are observed on the day. Food made of rice and grains are avoided. Some people do consume some sesame seeds on the day.

When is dwadashi to be observed for this ekadashi? Is it on 22.01.09 or 23.01.09. In some calender, 21.01.09 is mentioned as smartha ekadashi and 22.01.09 is given as Vaishnava ekadashi. I am observing it today. In that case , when should I break the fast and observe dwadashi?
You can observe dwadashi on 22.01.09. In most calendars dwadashi is marked on january 22.
I have been fasting on the ekadashi day for a year now. How should the fast be kept what are the essential things that should be done /avoided, please guide
very good information.
Fasting means not taking any food or drink that has calories. Everything else is just dieting. If you can subsist on water for X number of days, then you can safely say that you have fasted those days. Also, if fasting itself does not give you satisfaction, you are just tormenting yourself. Your physical body will undoubtedly benefit from any kind of fasting, but your mind will remain the same.
